YBHG. DATUK WIRA DR. NOOR ZARI HAMAT

YBhg. Datuk Wira Dr. Noor Zari Hamat is currently the Secretary General of the Ministry of Arts Tourism and Culture (MOTAC). Previously, he served as the Deputy Secretary General (Policy), Ministry of Economic Affairs (MEA) and has been in civil service since 1986. His prior appointments include the Ministry of International Trade and Industry (MITI), Ministry of Domestic Trade and Consumer Affairs, Ministry of Education (MOE), the Federal Territory Development and Klang Valley Planning Division and Economic Planning Unit (EPU) of the Prime Minister’s Department and the National Institute of Public Administration (INTAN) Malaysia.

Datuk Wira Dr. Noor Zari’s extensive experience as a civil servant is internationally recognized and he is much sought after to assist in consultancy work and capacity building to develop government officials in Cambodia, Laos, Timor-Leste, Uzbekistan and Kazakhstan.

He received his Ph.D in Economic Development and Policies from Kobe University, Japan and completed his Masters in Policy Analysis from Saitama University, Japan. He has a Bachelor’s in Economics (Economic Analytics) with Honors from University of Malaya, Malaysia.

Datuk Wira Dr. Noor Zari is very involved in Malaysia’s tourism and cultural industry in terms of policies, activities and events. He currently serves as the Chairman of the Board of Directors for both the Malaysia Convention Exhibition Bureau (MyCEB) and Islamic Tourism Centre (ITC), which are agencies under MOTAC. He is also serves as the Chairman of the National Academy of Arts, Culture and Heritage (ASWARA).

YBHG. DATUK DR. ZUNIKA MOHAMED

YBhg. Datuk Dr, Zunika Mohamed is currently the Deputy Director General (Macro), Economic Planning Unit of the Prime Minister’s Department. She has been with the civil service for more than 25 years and is a trained economist, helming various capacities at several ministries including the Ministry of Agriculture and Agro-based Industries (MOA) and Ministry of Economic Affairs (MEA).

She received her Doctorate in Economics from University of Putra Malaysia (UPM) and obtained her postgraduate and undergraduate economics degrees at the International Islamic University (IIU), Malaysia and University of North Texas, Unites States of America (USA), respectively. She also holds a Diploma in Public Administration from the National Institute of Public Administration (INTAN) Malaysia.

YBhg. Datuk Dr Hj. Radzali Hassan is currently the Chairman of the Malaysian Franchise Association (MFA) and very successful business entrepreneur. He is the Group Managing Director of Harta Maintenance Sdn Bhd and received countless awards for his dedication, commitment and experience as an entrepreneur such as the Dedicated Entrepreneur Award from the Ministry of Entrepreneur Development and the Prime Minister’s Department, respectively.

Datuk Radzali has served on the board of companies locally and abroad, and was a chair or member of the various board committees such as audit, risk, nomination and remuneration amongst others. He also holds several positions as a Franchise Advisory Board Member, Co-Chairman of the Franchise Export Committee, Member of the World Franchise Council and Member of the Asia Pacific Franchise Confederation (APFC). Furthermore, he is a Member of the Retail and F&B Productivity Nexus Governing Committee, Chairman of the Human Capital Property Foundation and Founding Member of Quality Restroom Association Malaysia (QRAM).

He received his Doctorate in Business Administration from Warsaw Management University, Poland and he is a Fellow Malaysia Institute of Management (MIM), an Associate Member of the Directors Institute of Malaysia and the Malaysia Institute of Personnel Management, respectively. He is also an Air and Waste Management member (USA), Hawaii Alumni Member of East West Center (EWC) and a member of the Harvard Business School Alumni Club of Malaysia (HBSACM).

YBrs. Mastura Marsam is currently the Section Head of Human Resource Department, Ministry of Finance (MOF). She has been with the civil service for over 20 years now. She has served in the Ministry of Domestic Trade and Consumer Affairs, the Ministry of Finance, and the Ministry of Economic Affairs (MEA).

She is currently a member of the Board of Trustees and Investment Committee at Yayasan Tunku Abdul Rahman (YTAR). Formerly, she was an alternate board member with Pembangunan Sumber Manusia Berhad (PSMB) and member of the Audit and Finance Committee at the Northern Corridor Implementation Authority (NCIA).

Mastura attained her postgraduate degree in Economics from Universiti Putra Malaysia (UPM) and undergraduate degree in Business Administration with Honors from Universiti Teknologi MARA (UiTM), respectively.

YBrs. Professor Dr. Ashraf Md. Hashim is the Chief Executive Officer of ISRA International Consulting and Professor at the International Center of Education in Islamic Finance (INCEIF). He has over 25 years of experience in handling matters pertaining to Shariah Laws with expertise in Islamic Finance and Banking, Awqaf and Zakat, Takaful and Retakaful, Micro Financing, Capital Markets and Crowd Funding.

Dr. Ashraf currently is Deputy Chairman of the Central Bank of Malaysia’s Shariah Advisory Council (SAC BNM) and sits on the Securities Commission of Malaysia’s Shariah Advisory Council (SAC SC). He is also a member of the Shariah Committee for International Islamic Liquidity Management Cooperation (IILM) and Chairman of the Shariah Committee of Bursa Malaysia. He serves as a committee member in multiple organizations i.e. the National Fatwa Council of Malaysia, Kelantan Religious Council, Finance and Investment Committee for the Selangor Religious Council andShariah Committee member of the Malaysia Waqf Foundation. He is also a member of the Panel of Shariah Experts and serves as Chairman for the Panel of Experts in Muamalat matters under the Islamic Development Division of the Prime Minister’s Department.

He attained his PhD in Islamic Law from the University of Birmingham, United Kingdom, postgraduate degrees in Fiqh and Usul Fiqh from the University of Jordan and earned his BA in Shariah from Islamic University in Medina, Saudi Arabia. He also holds a postgraduate diploma in Shariah law and practice (DLSP) from the International Islamic University (IIU), Malaysia.

YBrs. Ahmad Lokman Ibrahim has an accomplished career track record with more than 25 years of experience serving as senior management in various industries. He has in-depth knowledge of Halal industry development from the economic and commercial perspectives having served with Halal Industry Development Corporation (HIDC) as a Vice President and facilitate Halal industry trade and investments into Malaysia, as well as, his present role as the Chief Executive Officer of Iskandar Halal Park, to attract investments into Malaysia and strengthen the Halal ecosystem within the industry community in the state of Johor.

He is a subject matter figure in commercializing Halal and has contributed much to shaping the dynamic landscape of Malaysia’s Halal industry, whilst within the global Halal industry fraternity, he is acknowledged for his vision, dedication and commitment towards development and advancement of the Halal industry.

Ahmad Lokman received his Bachelor of Science in Marketing from Oklahoma State University, United States of America (USA) and served in various multinational companies and large conglomerates such as DHL Worldwide Express Malaysia, F&N Coca Cola (Malaysia) and Amanah Raya Berhad with key roles in marketing implementation strategies and securing new businesses in emerging channels.
