The function of the Halal Integrity Division is to protect the integrity of Halal through the development a regulatory framework, comprehensive standards, efficient certification process as well as world class research & development (R&D) and training facilities. Besides that, it is one of the significant roles of the Halal Integrity Division to create world-class Halal training services.
 
Halal Regulatory Framework

The Halal Regulatory Framework refers to the creation of Halal regulations to protect consumers and businesses involved in the Halal industry. For this purpose, a legislative framework is being put in place to ensure optimum efficiency of the domestic Halal sector. This framework includes the establishment of a “Halal Advisory Council” and “Halal Act”.
 
Audit and Certification

HDC is in the process of establishing a world-class international audit and certification service. The Standard Operating Parameters and Procedures (SOPP) are in the midst of being drafted, and HDC will make the Malaysian model available to global market players intending to participate in the Halal industry upon finalization of the SOPP.

Halal and other Standards

The Malaysian Standard, MS 1500 “General Guidelines on the Production, Preparation, Handling and Storage of Halal Food” prescribes the practical guidelines for the food industry on the preparation and handling of halal food - a basic requirement for food product and food trade or business in Malaysia. Implemented together with related standards - MS 1480 and MS 1514 on food safety and food hygiene - is the reference document for government and industries to produce quality food for the consumers.

In addition to the MS 1500, the Hazard Analysis and Critical Control Point (HACCP) system is an internationally recognized system on food safety. The HACCP system, which is science based and systematic, identifies specific hazards and measures for their control to ensure the safety of food. HACCP can be applied throughout the food chain from primary production to final consumption and its implementation should be guided by scientific evidence of risks to human health. The application of HACCP systems can aid inspection by regulatory authorities and promote international trade by increasing confidence in food safety.
 
Halal Training Hub

The Halal Training Hub is currently being developed in phases with a view towards establishing Malaysia as a global hub for Halal training and research. Academic courses are currently offered at various universities such as Universiti Putra Malaysia (UPM) and the International Islamic University Malaysia (UIA). A network of Academic Institutions and Research Facilities are being created to provide the benchmarking of training modules, academic courses, research and testing facilities.

Halal training programmes are currently conducted by our experienced team of trainers to enable the creation of teams of audit and certification officers, which will facilitate HDC’s efforts to bring Halal certification to global Halal industry players wishing to benefit from Malaysia’s experience.

Halal Reference Centre

It is the intention of the Government of Malaysia to establish Malaysia as a global reference centre for information, research, opinion and judgment for issues relating to the Halal industry. For this purpose, an Information and Communications Technology (ICT) infrastructure capable of handling all Halal relevant content is now being put in place. At the same time content development in relation to Halal related issues is being compiled for online availability.

Further, a network of industry and Shariah experts on Halal is being created to provide content that covers various aspects related to Halal.
