The Malaysian Government has mandated HDC to offer International Halal certification service and utilize the International Halal Standard: Codex General Guidelines for Use of the Term Halal and the MS1500:2004, for its audit procedures.

HDC Halal Certification gives opportunity to industries in venturing into the global market and expands your existing business which builds credibility to your organization. It also provides assurance to all Muslim consumers on the Halal status of the certified products through labeling of the Halal logo. To the non-Muslims, Halal products are quality products, simply due to the concept of halalan thoyiba (Halal and wholesome) whereby the certification procedures include GMP and HACCP system as prerequisites. Thus, products certified Halal by HDC are Halal products which are safe to consume or use, nutritious and with quality.

Why Halal Certification ?

 
Halal certification is very important to: 
  • Confirm that the ingredients used in a product are halal certified and the premise is free from haram or non-halal products;
  • Prevent consumer fraud in the preparation, distribution and sale of halal product;
  • Facilitate trade of halal products; and
  • Maintain Halal Integrity from farm to table

Halal Certification Scheme

 
Thre are two types of certification scheme available which covers consumable and non-consumable products and food premises which include eating places and hotel kitchens.

Product
This scheme comprises all manufactured consumable and non-consumable products based on the following categories:

  1. Food
  2. Cosmetic
  3. Pharmaceuticals

Premise
This scheme covers all permanent eating places as follows:

  • Hotel kitchen/ Commissary
  • Franchise outlet/ Food court
  • Restaurant

HALAL APPLICATION & CERTIFICATION PROCESS

  Applying HDC Halal certification is simple and could be made both online and offline. The process undergoes three stages and is outlined as per following illustration.

 
 

Stage 1:  Registration and Fee

You may  register online or download the application form from the following link http://www.hdcglobal.com/v4/OnlineServices/certApp.asp.  Please complete the application form and send  accordingly to the HDC Certification Unit together with relevant supporting documents and registration fee or proof of payment. This can be done via  email it to us or  by post.

Fees
HDC has a fixed price structure for its certification service which is by far considered very cost effective for level of service and assurance provided. The cost structure is as follows:

South East Asian Region Certification (Validity 3 years)
(Malaysia, Singapore, Thailand, Indonesia, Vietnam, Cambodia, Laos, Myanmar and Philippines)

  • Registration : RM 100.00 (approximately: USD 31.00)
  • Certification: RM 3000.00 (approximately: USD 910.00)
  • Out of Pocket Expenses for site audit will be charged as per actual

  
International Certification (Validity 3 years)

Document Evaluation

 

Application forms must be completed and accompanied with relevant documents such as the following, before it can be processed.

  • Document on Registration of company/business;
  • Halal Certificate for critical ingredients
  • Process Flow chart or production procedures ;
  • Design or label of products;
  • Other documents such as  HACCP, ISO, GHP, GMP,TQM (if applicable); and
  • Map of premise/factory location.
 

Payment of Fee

 
There is a Registration Fee for every application which should be paid before an application is processed. After the documentation is complete, the certification fee will be charged to the applicant before the audit team goes for the site audit for visual inspection.  
 

Stage 2: Audit and Report

 
The audit team comprised of two (2) auditors who are qualified in Syariah and Technical matters. The site audit will verify the Halal status of ingredients, the processing and storage, Halal internal management, labeling and the quality assurance which will be compiled in the Audit Report.
At the site inspection, the auditors may take sample for analysis to confirm the content of products.   
   
  Stage 3: Approval and Certification
 
The Audit Report will be reviewed by HDC Internal Committee before it can be recommended for approval by HDC Halal Certification Approval Panel. Both the Internal Committee and the Approval Panel consist of experts in Syariah and Technical matters (scientists). The Approval Panel has the final decision to reject or approve any application.

Halal Certificate and Logo

HDC Halal Certificate will be issued to the applicant after the clearance by the Approval Panel. HDC Halal certificate owners are automatically allowed to use the Malaysia Halal logo on their relevant products or premises.
