Halal Development Corporation Berhad (HDC) leads the development of Malaysia’s integrated and comprehensive halal ecosystem and infrastructure, positioning Malaysia as one of the most competitive nations in the global halal industry

Established on 18 September 2006, HDC serves as the central coordinator that promotes participation and facilitates the growth of industry players within Malaysia’s halal ecosystem. As an agency under the Ministry of Investment, Trade and Industry (MITI), HDC is recognised as the world’s first government‑backed halal industry development corporation.
Over the years, HDC has strengthened Malaysia’s halal ecosystem by building the capacity of industry players, creating opportunities for investment, trade and employment, and promoting knowledge and technology transfer. Through this coordinated effort, Malaysia has emerged as a leading global halal hub, with a diverse and competitive ecosystem that connects government, businesses and consumers.

Today, halal has evolved beyond a religious concept into a global lifestyle, supported by a Muslim population of more than 1.8 billion and a growing number of halal‑conscious consumers from non‑Muslim communities worldwide. This trend has placed the halal industry on a strong growth creating new opportunities across multiple sectors

Malaysia’s halal exports reached RM68.52 billion in 2025, accounting for approximately 4.3 per cent of the country’s total exports. This represents a year‑on‑year increase of 10.9 per cent, showing sustained global demand and the resilience of Malaysia’s halal sector amid evolving economic conditions. Meanwhile, global market analyses indicate that the worldwide halal market is projected to reach around USD10 trillion by 2030, highlighting significant growth potential for the industry.
In this context, HDC has a critical role to expand its networks, grow the number of halal industry players and enhance Malaysia’s position as a nucleus of the global halal economy. By aligning its mandate with the Halal Industry Master Plan 2030, HDC is focused on raising the competitiveness of industry players, strengthening the Malaysia Halal ecosystem and creating a more business‑friendly environment to meet rising domestic and international demand.
With supportive government policies, incentives and enabling infrastructure, Malaysia is well positioned to develop a strong, interconnected halal ecosystem that operates seamlessly across the region and beyond. HDC continues to build its capabilities and expand into new halal frontiers, including pharmaceuticals, cosmetics and personal care, logistics, hospitality services and medical devices, to support the development of the New Economy and broader Islamic economy agenda.

Synchronising HDC’s role with the Halal Industry Master Plan 2030, HDC is set to raise the bar to drive the industry players to the next growth level; strengthening the Malaysia Halal ecosystem to make it more robust by creating a more business friendly environment for industry players to meet the growing demand.

Complemented with a conducive environment and Government-backed policies and initiatives, Malaysia is poised to build a strong and inter-connected halal ecosystem regionally and globally; thus, strengthening its position as the nucleus of the global halal industry.

HDC is making inroads to improve its competencies as it moves into new halal frontier, adding other non-food sectors of pharmaceutical, cosmetic and personal care, logistic, hospitality services, medical devices to fulfill the demand of the New Economy.
